PEBEC DG Zahrah Audu: Executive Order on Joint Inspection Nearing Approval as Nigeria Targets 2026 Port Reforms

BEFOCUS News Desk | Abuja, Nigeria — October 31, 2025

Cargo operations at a Nigerian port
Joint inspection and a National Single Window are central to Nigeria’s 2026 port efficiency target.

Abuja, Nigeria — Director-General of the Presidential Enabling Business Environment Council (PEBEC), Princess Zahrah (Zarah) Audu, says an Executive Order (EO) on joint physical inspection at Nigerian ports is nearing approval—a key step in the Federal Government’s push to deliver comprehensive port reforms by 2026.

What the Executive Order Will Do

The EO is expected to mandate unified, same-time inspections by key agencies—including the Nigerian Ports Authority (NPA), Nigeria Customs Service (NCS), Standards Organisation of Nigeria (SON), NAFDAC and others—replacing multiple, overlapping checks that slow down cargo clearance and raise costs for traders.

2026 Target: Faster, Cheaper, More Transparent

According to official briefings, the joint inspection directive ties into the rollout of a National Single Window, a digital platform meant to integrate all port processes and cut average cargo clearance time from ~18–21 days to under 7 days by end-2026. Government officials say the reform will enhance predictability, curb rent-seeking, and improve Nigeria’s ease of doing business metrics.

Why It Matters for Businesses

  • Lower costs: Fewer inspections and reduced dwell time translate to savings for importers/exporters.
  • Competitiveness: Efficient ports can attract higher trade volumes and regional trans-shipment.
  • Transparency: Single-window data trails and joint protocols reduce discretion and delays.
  • Confidence: Clear timelines and interoperable systems improve planning for SMEs and multinationals alike.

The Road Ahead

Stakeholders are watching for the formal signing of the EO and the operational playbook for implementation. Analysts note success will hinge on sustained inter-agency cooperation, infrastructure upgrades, staff retraining, and strict compliance monitoring so the policy moves from paper to practice.
