M23 Rebels Announce Withdrawal from Uvira Amid Rising Doubts

Uvira, Democratic Republic of Congo — The Alliance Fleuve Congo (AFC/M23) has announced a withdrawal from the strategic city of Uvira in South Kivu, just days after its forces seized control of the commercial hub, a development that has been met with skepticism from regional authorities and residents.

The rebel coalition described the move as a unilateral withdrawal, characterizing it as a confidence-building measure intended to preserve ongoing peace negotiations. Uvira, which also serves as a temporary provincial capital, holds significant economic and strategic importance in eastern Democratic Republic of Congo.

The announcement follows increased international pressure, particularly from the United States. U.S. Secretary of State Marco Rubio stated that the capture of Uvira violated existing peace agreements and warned that Washington would take steps to ensure commitments made to the Congolese leadership were respected.

Despite the declaration, doubts remain over whether the withdrawal is being fully implemented. Burundian officials have dismissed the claim as false, insisting that M23 fighters remain present in the area. Residents in Uvira also reported that rebel forces were still visible in parts of the city as of late yesterday.

The fighting has exacerbated an already dire humanitarian situation in South Kivu. Since early December, more than 400 civilians have been killed, according to local and humanitarian sources. An estimated 200,000 people have been displaced by the violence, with many fleeing across the border into neighboring Burundi.

The developments have raised fresh concerns over regional stability, as tensions involving the Democratic Republic of Congo, Rwanda, and Burundi continue to influence the conflict. Analysts warn that without verified disengagement and sustained diplomatic efforts, the risk of renewed hostilities remains high.

The situation is unfolding amid ongoing challenges facing MONUSCO, the United Nations peacekeeping mission in the DRC, as leadership changes and operational constraints continue to limit its ability to stabilize the region.

Independent verification of the rebels’ withdrawal remains limited, and the security situation in Uvira continues to evolve.
